Data Center Moratoriums and Local Opposition

How much AI data center capacity local opposition blocked in 2026. Cancellation counts, dollar value stalled, moratorium tallies, the growth in opposition groups, and which community concerns actually stop projects.

The most underestimated constraint on AI infrastructure in 2026 is not power or chips. It is local consent. Communities blocked or delayed a larger volume of data center capacity in the first quarter of 2026 than in the whole of the two preceding years.

The Numbers

MetricValue
Projects blocked or delayed, Q1 2026At least 75
Investment value blocked or delayed~$130 billion
Projects outright cancelled after pushback, Q1 2026At least 20
Investment value of cancellations~$41.7 billion
Electricity demand represented by cancellationsAt least 3.5 GW
Cancellations, 20246
Cancellations, 202525
Local government units with bans (May 2026)At least 69
Active opposition groups, end 2025396
Active opposition groups, March 2026833 across 49 states

The cancellation trend, 6 in 2024, 25 in 2025, 20 in a single quarter of 2026, is the clearest signal. Opposition groups more than doubling in one quarter is the leading indicator behind it.

State and Local Action

New York Governor Kathy Hochul paused data center development statewide for one year by executive order, preventing state approval of permits for new large-scale computing facilities. At the municipal level, the pattern is six-month to one-year moratoriums while zoning is rewritten, such as the Lysander Town Board in Onondaga County, New York, which approved a six-month moratorium on May 7, 2026.

Moratoriums are often more consequential than outright rejections because they apply to every project in a jurisdiction at once and they reset planning timelines that were already multi-year.

What Communities Actually Object To

ConcernPrevalence in contested projects
Water useOver 40%
Energy consumption and electricity rate increasesSecond most common
Noise pollutionThird most common

Water leading is notable because it receives less coverage than energy. Opposition is also bipartisan, which is why it has proved resistant to the usual state-level economic-development arguments.

Brand Visibility Implications

Two things. Capacity that does not get built is inference that does not get served, which reinforces the tight-supply picture from interconnection queues. And for any company building or hosting this infrastructure, local opposition generates exactly the kind of dense local news coverage that AI assistants retrieve and repeat, often ranking above corporate messaging on the same question.

Methodology

Figures compiled from Gartner, IDC, LBNL, grid-operator filings, utility rate cases, and press reporting through July 2026. Forecasts are cited to the forecaster because independent projections in this area diverge widely, and several of the underlying quantities are estimates rather than measurements. Where sources disagree, ranges are given rather than a single number. Updated quarterly.

Frequently Asked Questions

At least 75 projects worth roughly $130 billion were blocked or delayed in the first three months of 2026, including at least 20 outright cancellations worth around $41.7 billion and representing at least 3.5 GW of electricity demand.
Sharply. Cancellations went from 6 in 2024 to 25 in 2025 to 20 in the first quarter of 2026 alone. Active opposition groups more than doubled in a single quarter, from 396 at the end of 2025 to 833 across 49 states by March 2026.
New York enacted a statewide one-year pause by executive order, preventing state approval of permits for new large-scale computing facilities. At least 69 local government units had enacted bans as of May 2026, typically six-month to one-year moratoriums while zoning is rewritten.
Water use, mentioned in more than 40 percent of contested projects, ahead of energy consumption and electricity rate increases in second place and noise pollution in third. Opposition is bipartisan, which has made it resistant to conventional economic-development arguments.
