Dated fact sheet for ChatGPT Ads in 2026: the February US launch, the May self-serve Ads Manager, the move from CPM to CPC, expansion to roughly 40 markets, who sees ads, and what advertisers cannot target.

Seven months after the first sponsored placement appeared in ChatGPT, the ads business looks much less like the invite-only partnership it started as and much more like a search ads platform. There is a self-serve Ads Manager, CPC bidding, a conversion pixel, and about 40 live markets. This page collects the dated facts in one place, because most of what was written about ChatGPT ads in early 2026 is now out of date.

That comes to about 40 markets by September 2026. Coverage that still says "six countries" is from before the European launch.

Who Sees Ads

Only logged-in adults on the Free and Go plans see ads. Plus, Pro, Business, Enterprise, and Education stay ad-free. Free and Go users can opt out of personalised ads, or opt out of ads entirely in exchange for lower message limits. OpenAI puts ChatGPT at around 900 million weekly active users, and the ad-eligible audience is the free majority of that base.

These prices come from the trade press and agency reports, not from OpenAI, and they vary a lot by topic. Treat them as starting points for bids, not benchmarks.

What Advertisers Cannot Do

  • Buy the answer. OpenAI says ads run on systems separate from the model and cannot change what the answer says. The ad sits in its own labelled block.
  • See the conversation. Advertisers get aggregate performance data, not chat content.
  • Reach sensitive contexts. Ads are kept out of health, mental health, and other sensitive conversations. Political ads, gambling, weapons, adult content, and similar categories are banned.
  • Reach minors. Only logged-in adults are eligible.

The September policy update also says OpenAI may decline ads that conflict with its competitive position. Rival AI tools selling in adjacent categories should expect to be turned down.

How Often Ads Appear

OpenAI does not publish fill rates. One third-party tracker reported ads on about half of sampled US Free-tier replies in early July, after the rate briefly fell to almost nothing in mid-June. That swing is the main takeaway. Ad load is still being tuned, and one month's number says little about the next.

Brand Visibility Implications

The ad block sits under the organic answer, so the answer is still where the recommendation happens. A brand that is missing from the organic answer and paying for the block underneath is paying to be the alternative. Digiday reports that about 20 percent of ChatGPT queries carry direct commercial intent, and those are the prompts where organic and paid now show up together on screen. Pricing, penetration, and install counts are not published by the vendors and come from trade press and third-party trackers (Digiday, Marketing Dive, MacRumors, BGR, and Chrome Web Store listing reports).
